The Cyprus Securities and Exchange Commission (CySEC) is the financial regulatory agency of the Republic of Cyprus.
When Cyprus joined the European Union in 2004, CySEC became a part of European MiFID regulation which gave firms registered in Cyprus access to all European markets. We receive emails all the time regarding the regulatory status of Cypriot Forex firms. Here is CySEC's official List of Approved Cypriot Investment Firms from the CySEC website.
If you open an account with a Cypriot Forex broker and they are not on this list, then you are not protected.
